Reputation and Responsibility
The reputation of the Army of Montenegro (VCG) and its members is not protected with armor which cannot produce information on illegal actions, corruption, mobbing and crime of individuals at high positions, but with institutional openness, responsibility and legal actions of Command Staff. Mirror of each Army are its commanders, it is their responsibility to oppose everything that violates law and damages reputation. It is up to them to be accountable for actions or omissions that caused enormous damage to employees in the Army and entire state of Montenegro in the period behind us. The only thing that commanders can entitle themselves to is strictly abide by the Constitution, laws and rules of the service and nothing more, no matter the situation or persons involved, however, the reality is quite different. Those who work in the MoD and VCG are aware that there is illegal, corruptive and arrogant behavior and all that is tolerated to someone even treated as a success. It is high time to put stop to that, to raise the question of command responsibility before the Chief of General Staff of VCG and before his deputies and commanders, before the Minister of Defense and her deputies. It is time to end the discrimination and deprivation of rights to VCG employees, to stop putting hand in their pockets, to stop practicing discipline by untouchableness and ignoring the Army members or their problems. It is time for taking the responsibility of those who silently approve of irresponsibility and causing material, moral and other damage to the Army and the state. Some commanders have illegally obtained substantial property through illegal service to the interests of some individuals and their joint illegal interest actions to the detriment of VCG employees. When a member of the VCG initiate a procedure of liability of someone in the command structure, the responsible structures often do not even try to check and examine claims and proves or hear witnesses let alone to start a complete legal procedure. This behavior clearly indicates to corruption and joint illegal actions which is obstacle to the application of the law, rules of service and military ethics code in the chain of command. Some commanders’ past is such that the only thing you can expect from them is servility that ultimately has led them to those positions. In the recent formation of the Army such individuals have progressed in the service so we have to ask openly: Where is this boat sailing? MoD and Army must find the strength to initiate the issue of accountability for all the forms of violating law and rules of service and on this question no one should be untouchable. This is almost impossible to carry out if the President of the State and the Council for Defense do not issue a clear directive in this direction. Armor of the MoD and VCG when it comes to the misdeeds will not take us to real values but openness and the public who themselves impose that each individual think well before he dares to violate the Constitution, law and rules.
